Fa/法 is not the legal-code word here. The source-backed layer is a late Warring States Qi royal-descendant tradition: descendants of Qi Xiang Wang Tian Fazhang, originally Tian surname of Gui origin, used Fa after the Qin conquest when they no longer dared to call themselves Tian. Later sources also note Hui, Baoan and Korean minority use, which is recorded separately from the core Tian/Fazhang layer.
